Today, state security relies not only on the military's capacity to defend territory but also on the resilience of institutions, the protection of critical infrastructure, functional crisis management, and the readiness to respond to hybrid, cyber, and physical threats. Growing NATO commitments are therefore raising a broader question: how should the Czech Republic strengthen its security to build tangible state capabilities while effectively leveraging the potential of the domestic defense and security industry? Internal security, the modernization of security forces, and strategic technologies are integral components of national defense capabilities. The key lies in establishing a predictable, long-term environment where the public sector and industry do not stand opposed as buyer and supplier, but instead work together to develop the capabilities necessary for citizen safety, institutional stability, and long-term state resilience.

Which state vulnerabilities present the greatest security risk today—critical infrastructure, cyberspace, borders, logistics, or rapid decision-making capacity? Does the Czech Republic have a clearly defined set of security capabilities required outside the purely military domain? How should cooperation between the state and industry evolve so that the private sector is not merely a technology provider, but a core component of national security readiness? Can the state procure, test, and implement new technologies quickly enough at a time when security threats evolve faster than public procurement processes? Where does public responsibility end and private sector responsibility begin when it comes to protecting critical infrastructure, data, communications, and vital services?
