The Institute for Politics and Society is organizing the 1st annual Prague Security Dialogue conference.

The Prague Security Dialogue 2025 provides a space for open and substantive debate on today’s key security issues. The Czech Republic faces a crucial decision on whether and how to increase defence spending to up to 5% of GDP — a move that could fundamentally impact not only national security, but also the stability of public finances. The discussion will also focus on the future of the Czech defence industry, its self-sufficiency, and opportunities for expansion into foreign markets. Modern technologies, cyberspace, and artificial intelligence — all shaping the defence landscape of the 21st century — will also be in the spotlight. The Prague Security Dialogue brings together politicians, experts, business leaders, and the academic community to seek answers to questions that will define our future. The conference aims to offer strategic insight, identify risks, and support innovation with global impact. At the same time, it provides a unique opportunity for networking and for connecting professionals from the Czech Republic and abroad.

5% of GDP for Defence – Investment, Risks, Opportunities

The unprecedented proposal to increase defence spending to 5% of GDP raises fundamental questions about the sustainability, efficiency, and purpose of such a commitment. At a time of economic challenges and growing threats, the Czech Republic must decide whether massive investments in defence will deliver long-term security and serve as an impetus for domestic industry and innovation — or whether they risk waste and an excessive burden on public finances.

Is the Czech Republic ready to manage such expenditures effectively? How can it ensure that funds are invested transparently and strategically? What role will the domestic defence industry play — and who will be the main beneficiaries of public contracts Where can the necessary funds be found, and how can security ambitions be reconciled with economic reality?

Confirmed speakers:

  • Karel Havlíček, Member of Parliament, Chamber of Deputies of the Parliament of the Czech Republic

Czech Defence Industry: Self-Sufficiency and Export

The Czech defence industry has a long-standing tradition and expertise that position it among the key players in Europe. In the context of the Czech Armed Forces’ modernisation programs and growing international demand, there is a unique opportunity for the genuine development of a sector that can drive the Czech economy and reduce dependence on foreign suppliers.

How can we create conditions that enable greater participation of domestic companies in strategic contracts? How can we support exports and open new markets? What role should the state play in diplomacy, guarantees, and investment support? And how can we ensure close cooperation between the military, business, and research institutions to foster innovation with global potential?

Defence of the Future – Technology, Cyberspace, AI

Wars of the 21st century are fought not only on traditional battlefields, but also in cyberspace and across data domains. The Czech Republic must respond to new challenges — from hybrid threats and cyberattacks to the use of artificial intelligence in data analysis, systems management, and risk prediction. At the same time, the digitalisation of defence brings opportunities for cooperation between the state, the private sector, and research institutions.

How can we build a resilient and technologically advanced defence ecosystem? How can we connect the development of autonomous systems, data analytics, cybersecurity, and traditional military capabilities? Which innovations are changing the rules of the game — and what can Czech companies and researchers contribute within the European and NATO context?
