Edvard Outrata graduated from the University of Economics in Prague. In the 1960’s, Outrata worked in the Institute of Mathematical Machinery as a programmer and system analytic. Following the Soviet occupation of Czechoslovakia in 1968, Outrata emigrated to Canada, where he worked for Statistics Canada (a federal government statistical body) at different posts, including Chief Information Officer. In 1993, Outrata returned to the Czech Republic. After his return, he served for six years as Chairman of the Czech Statistical Office. Outrata was a member of the Senate of the Parliament of the Czech Republic for the Prague 12 district as an independent candidate with the support of the Four-Coalition from 2000 to 2006. In 2002, Outrata co-founded the Senate Club of Open Democracy and was elected to be its first chairman. From 2004 to 2006, Outrata held the office of Vice-President of the Senate. Outrata is currently the Vice-President of the European Movement in the Czech Republic. Outrata is also a member of the European Statistics Governance Advisory Board and a member of the Czech Statistical Council.
